State and federal energy ministers will gather in Hobart today for the first face-to-face meeting on the Federal Government's National Energy Guarantee policy.

The latest modelling for the NEG predicts average savings of $120 a year on household bills between 2020 and 2030.

But the Commonwealth is facing a tough battle to get states with Labor governments to sign up.

And the NSW's Liberal Government is urging the other states to come on board.
