The company building the National Broadband Network has conceded it will never turn a profit unless it's protected from competition from ultrafast mobile networks.

The plea for government regulation comes as NBN Co. trials a new connection method known as 'Fibre to the Curb'.

NBN Co. claims 'Fibre to the Curb' will deliver the same download speeds as fibre all the way to the home but at around $1500 dollars less per household.

Tonight's 4 Corners will show how the NBN is creating a "digital divide" where some residents have access to full fibre broadband while their neighbours are being connected with older and slower technologies, such as copper phone wires and even pay tv cables.
